The first three years of a child’s life shapes their future. The Oregon Prenatal-to-3 program provides families with complex social, economic, and health needs the support they need to ensure effective child development in the earliest years. From pregnancy to age three, families gain access to maternal care, health services, tools for improving economic security, early care for their child and education.
Oregon Prenatal-to-3 serves children 0 – 3 and pregnant mothers who are income-eligible. Eligibility requirements are based on family income at or below the federal poverty threshold. Children in foster care, homeless children and children from families receiving public assistance (TANF or SSI) are eligible regardless of income.
Oregon Prenatal-to-3 is offered in both a center-based and home-based environment.
Home-based services are provided through weekly home visits with the child and/or family members and twice a month Group Socials. The MCCC home visitor offers guidance, support, tips and tools to support their child’s development. Each visit is approximately and hour and half. Group Socials offer an opportunity for families and children to collaborate and participate in facilitated learning experiences together
Center-based services are delivered on site at two of MCCC 16 locations. Like the home-based program, an MCCC teacher provides parents information on how they can nurture and care for their child, promoting their ability to support their child’s ongoing development. All MCCC programs engage parents in their children’s learning and help them in making progress toward their educational, literacy and employment goals. Significant emphasis is placed on the involvement of parents in the administration of local Head Start programs. All families enrolled in an MCCC early-education program, also receive access to our Family Support Services. These services include nutritious meals, insurance and medical appointment support,, dental screenings, vision/hearing screenings, prenatal support, mental health services and limited transportation services–all important to a child’s intellectual and physical growth.
